From 1 January 2026, it will be an offence to operate as a Reprocessor or Exporter of UK Packaging Waste without completing mandatory registration and – if you wish to issue PRNs or PERNs – optional accreditation.

What Has Changed for 2026?

 

Registration is Mandatory

Even if you're not seeking accreditation, it will be an Offence to Operate without being registered from 1 January 2026.

Accreditation is Voluntary

But if you want to issue PRNs (Reprocessors) or PERNs (Exporters) from 1 January 2026, you must apply by 1 October 2026.

Don't Apply Through NPWD

You now have to apply through the UK Regulators. There are also fresh templates for Sampling & Inspection Plans (SIPs).

Annual Re-application

In order to remain Accredited year-on-year, you must re-apply each year.

Separate Registration Applies

You must now register for each material separately, per site you operate from.
e.g. 3 Materials x 3 Sites = 9 Registrations

Act Now So You Don't Fall Behind

  • Registration application opens: 1 September 2025
  • Deadline: 1 October 2025 (for operation 1 Jan 2026)
  • Reporting begins: Quarterly from April 2026, monthly PRN/PERN revenue from February 2026
