Packaging Regulations

The Producer Responsibility Obligations (Packaging Waste) Regulations were introduced in 1997 and implemented the EC Directive on Packaging and Packaging Waste 94/62/EC.

Through the Packaging Regulations, the government imposes packaging recycling targets for the packaging waste they are producing or handling and to encourage reduction, reuse and recycling.

The government implemented these introducing recycling targets for companies that handle packaging. Obligated companies are required to register with one of the UK’s Environmental Agencies or a Compliance Scheme and report the amount of packaging they handle. Companies demonstrate compliance by purchasing Packaging Recovery Notes (PRNs)PRNs explained or by joining a compliance scheme which purchases PRNs on their behalf.
